354 Proposals to be Discussed at DC Summit Sunday

Dhaka: A three-day District Commissioner (DC) summit is set to kick off tomorrow, Sunday, February 16th. The inauguration of this summit will be held at 10 a.m. at his own office by the Chief Adviser, Dr. Muhammad Yunus.

On Saturday, February 15th, in a press conference at the Secretariat of the Ministry of Public Administration, the Secretary of the Ministry of Public Administration, Dr. Sheikh Abdur Rashid, revealed that out of the 1,245 proposals sent by the DCs, 354 have been included in the agenda for the summit.

The DC summit entails guidance and direction from the Departmental Commissioners and District Administrators on government policies, development programs, and other relevant authorities, along with discussions and decision-making on proposals related to public interest from the commissioners and district administrators.

This year’s summit is scheduled to be held from February 16th to February 18th, following the previous four-day summit. During the summit, commissioners and district administrators will have the opportunity to interact, receive compassionate guidance, and exchange views with the Chief Justice. Furthermore, there will be interactions with the Chief Election Commissioner and members of the Anti-Corruption Commission.

The assemblies will take place at the Osmani Smriti Milonayoton. This time around, there will be a total of 34 assemblies, including 30 regular meetings. Among them, there will be an inaugural ceremony, interactions and compassionate guidance with the Chief Justice, and two other formalities (an open discussion with the Chief Adviser and a meeting of the Bangladesh Administrative Service Association).

There will be one participating office (the office of the Chief Adviser) and 56 participating ministries/departments/institutions. The dignitaries from the respective ministries/departments will include honorable ministers, special assistants, senior secretaries, and secretaries. Out of the 1,245 proposals received from the commissioners and district administrators, 354 proposals have been included in the summit’s agenda.

The received proposals encompass enhancing public service, healthcare improvements, reducing public suffering, road and bridge construction, tourism development, law or regulatory amendments, prioritizing public interest protection, and more.

The highest number of proposals, 28 in total, are related to the Roads and Highways Department.

Next Monday (February 17), at 5 p.m., there is a scheduled meeting with the Chief Justice, where interactions with him, as well as his guidance and directions, will be provided. This encounter will take place at the Supreme Court Building.

Main Topics of Discussion at the DC Summit:

The main topics to be discussed at this year’s DC summit include land management, improvement of law and order situations, strengthening the programs of local government institutions, disaster management, relief and rehabilitation programs, job creation and poverty alleviation programs at the local level, implementation of social security schemes, information and communication technology usage and e-governance, enhancement and expansion of education quality, and reach, healthcare services, and family welfare, environmental conservation and pollution prevention, physical infrastructure development, and coordination and monitoring of development-oriented programs.

Expected Outcomes of the Summit:

During the summit, district administrators will face all the legal, administrative, economic, or other challenges in their respective districts and directly discuss with the honorable advisers/special assistants/senior secretaries/secretaries of various ministries/departments the path to address the challenges and ways to implement the available opportunities.

District administrators are expected to gain a clear understanding of the policies and development-oriented programs of ministries/departments, expedite tourism development, enhance social security program services, and expedite the implementation of government policies and programs while improving citizen service.
